Debounce loading indication #1

What is the current behavior?
When the loading period happens too quick, the user might see loading indication flickering which is not a good user experience.
What is the expected behavior?
Add optional parameter (probably enabled by default?) that will "debounce" loading status of the loader and if loading status is set to true before the loading finished, then it should be there for at least 1.5 seconds no matter what, so it won't flick on the screen.
