Migration to core needed

The internal canisters need to be migrated to core and the base dependency needs to be eliminated. So that project that use `mops bench` don't need to keep `base` in their dev-dependencies anymore.

Packages `mops-bench` and `mops-test` have already been upgraded. The `mops` cli still needs to upgrade its internal canisters.
