bug: monero coin control doesn't allow send "all"

Describe the bug
You cant sent "all" when you have frozen outputs.

To Reproduce
Steps to reproduce the behavior:

1. use coin control to freeze or disable some outputs
2. select send "all"
3. Try to send
4. it tries to send more than available, likely not accounting for the fee.

Expected behavior
Select "all" should sweep the available balances

This is partially fixes in 4.21.2

• use coin control to freeze or disable some outputs

Disabled inputs = not fixed. It will try to send all unfrozen outputs (incl unselected ones) and will fail.
Frozen inputs = fixed
