Where did the bug occur?

Describe the bug
DDS is moving away from Slack. I was testing out GitHub's notification settings. Apparently, you can toggle on email notifications anytime a new issue is. I received an email every time I created an issue, but it says something like "board wrangling: all jobs have failed" with no mention that a new issue was opened.

Is it possible to get another message that doesn't say "all jobs have failed" and clearly says "new issue opened?" The current message is confusing.

To Reproduce
Steps to reproduce the behavior:

  1. Go to "https://github.com/cal-itp/data-analyses"
  2. At the top right, there is a button that says "watch."
  3. Open the "watch" menu and click on "custom"
  4. In the "custom" menu click on "Issues."
  5. Open up a new Issue
  6. Receive an email that looks like this

Expected behavior
An email detailing that a new issue has been opened.
