Support continuation of SHS corridor analysis work w/ DOTP, ESTA (#773) by adding more detail to RtFilterMapper corridor_metrics

corridor_metrics will now:

  • take a custom build speed instead of 16mph if desired
  • measure existing frequency and span of service (as a bidirectional average)
  • calculate additional trips and frequency increase based on span and the median full-route runtime (as a bidirectional average)
  • provide those attributes, as well as p20 corridor speeds by route
