Add module for Better Paths/Files

Please add this module to the Profile:

• transliteration

This module translates all files uploaded via the admin to an ASCII character set. This helps so that various systems don't get confused by non-ASCII characters. Although we don't have this issue too much, sometimes folks put em-dashes or funny quotes in and it causes various issues.

After we do install this, the install profile should also be updated to enable Transliteration to happen on every path generated by Pathauto. This would really help the most. (I can submit a pull request for it after it's been added here to the make.)
