Import existing data into a Gen3 Project #48

User Story
As an ACED contributor, in order to use my data in a Gen3 project I need a way to import existing data into the Gen3 system. This data can be too large to reasonably move to my local computer in order to use g3t and gen3-client to upload from there.
This data import/migration support should be able to handle data that is already indexed in a remote S3 server.
This would also open the possibility of importing data from other data ecosystems, such as Synapse.
