Error saving photo proof instruction message

This bug was reported on slack:

"tô aqui no perfil de adm, editando algumas ações (editando o campo de instruções sobre a prova fotográfica), e, depois de editar, se eu entro de novo pra editar novamente esse campo (por causa de alguma coisa que esqueci de escrever), ele aparece em branco, ou seja, tudo o que eu editei é perdido e eu tenho que escrever tudo de novo"

This erro is related with actions that have select "Validação de foto ou PDF" and have the instruction messagen for the photo.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://ccon.staging.cambiatus.io/community/settings/objectives'
2. Click on 'edit action'
3. Scroll down to 'ESCREVA AQUI INSTRUÇÕES PARA OS USUÁRIOS'
4. See error: you will see that the instruction message for the photo test does not appear

Expected behavior
Expected that the message saved on input "ESCREVA AQUI INSTRUÇÕES PARA OS USUÁRIOS" stay salved
