Add github workflow to build artefacts at each commit #1

The binary artefact should be buildable againt each commit using CI (which could then allow building artefacts across CPU / arch / platforms - and can be plugged into release artefacts).

A side-outcome here might be it will likely impact the naming convention, which will need to be updated downstream for any scripts downloading off github latest releases.
