CIP-0116 | Make Address definitions more strict and fix address examples

Motivation

• The address definition pattern allowed unrestricted sizes of address
• The provided address examples network header bit did not match their Bech32 prefix
  • I used https://cardanoscan.io/addressInspector to discover this

Changes

• Added fixed sizing to address patterns
• Fixed header bit of example addresses, so it matches the Bech32 prefix
