Update copyright headers for all tools

Currently the copyright headers for all the tools say:

// SPDX-License-Identifier: Apache-2.0

Describe the solution you'd like
Now that Carvel is a CNCF project, it should be something like

// Copyright 2023 The Carvel Authors.
// SPDX-License-Identifier: Apache-2.0

Can you clarify details here on the expectations? Is the intent to limit changes to the copyright holder, to update the holder and claim date, or some other outcome?

Asking here since this impacts several repos.

During the community meeting 27 Mar 2024 we confirmed that the intent -- after consultation with CNCF -- was to update both the claim date and claim owners for all copyright notices as part of this effort.
