I play as Hatshepsut, Egypt. One of the first Cities i captured was Bangkok of the siamese. Years and turns go by and now i can theoretically by tech build the Ho Trai Library. Bangkok has still C.L. Asian and the (Siam) marker. I cant build the Library there because of "Requires Siamese".
Because this seems really unlogical, i use the editor to add the siamese culture to bangkok. Now i can built the Ho Trai Library, but only for one turn, then siamese deactivates and its no longer possible.
I guess this is simply caused by how culture's are set up in the mod, but i thought i leave a issue about that here anyway.

it is actually intended, someone has built the "siamese" culture which is under the wonder tab, buildable cultures are not the same as nations, I know its a bit counterintuitive, but what basically happens is that a check is done to see if too many people have the buildable culture, and then its removed from anyone that doesnt have the correct culture "resource"
