remote stream is muted

It seems to be a bug in WebRTC/Chrome :
googlecodelabs/webrtc-web#91

Works fine on

Desktop (112 side)
Windows: Firefox 63.0.3 64 bits, Chrome 70.0,
MacOS : Chrome (version?), Safari 11

Mobile (citizen side)
Android: Chrome
iOS12: Safari

lesson: always better to have the last version of the librares...
