[Linux] - Add hevc_vaapi and x246_vaapi usage

Hi dev,

I'm testing your app with a AMD gpu. I wanted to encore with it but the GUI doesn't provide VAAPI codec possibilities. (As you can see in the screenshot bellow)

Also, AMF is depecated on linux and abandonned by AMD on linux. So vceencc isn't compatible anymore as it uses AMF in his backend.

I will appreciate that you include the ability to encode with vaapi in next release. As it is mentionned in the README, your app should work with vaapi but it's not available...

I'm using fastflix 6.1.1 AUR inside distrobox Arch, host Debian. (Davinci and kdenlive are working with vaapi and mesa-opencl rusticl stack)

I can have it working by adding for h264 for exemple :

-vaapi_device /dev/dri/renderD128 -vf format=nv12,hwupload -c:v h264_vaapi

Workaround install package jellyfin-ffmpeg and set the ffmpeg binaries path on fastflix settings

/usr/lib/jellyfin-ffmpeg/ffmpeg
/usr/lib/jellyfin-ffmpeg/ffprobe

Fastflix looks at compilation flags for vaapi, if not present it doesn't show on the menu

That's stange because ffmpeg from Arch is VA-API capable because adding manually the flags it works...

But fastflix doesn't show vaapi codecs...

On https://github.com/cdgriffith/FastFlix/blob/master/fastflix/flix.py#L160 fastflix runs ffmpeg -version and looks for --enable-vaapi

Which is missing from ffmpeg archlinux package.
You can check by running ffmpeg -version | grep --color=always "vaapi"

The same with jellyfin-ffmpeg

/usr/lib/jellyfin-ffmpeg/ffmpeg -version | grep --color=always "vaapi"

Even if ffmpeg from archlinux is capable of using vaapi, flashflix doesn't see the compilation flag, that why it doesn't show the vaapi profiles.

Possible fix, look at ffmpeg -encoders instead, and check for vaapi, nvenc, qsv... available encoders
