CIP-31 needs to be updated to describe the vesting account types that it:

applies to: continuous and delayed
does not apply to: permanent and periodic

celestiaorg/cosmos-sdk#438 now removes the ability to create permanent and periodic vesting accounts so that should be reflected in the CIP.
