Community features: ("Help me/ Sure, I'll help you!)

Here's a general enhancement that would contain lots of specific features/ issues. The general idea is that there should be a way for people to initiate a call for help ("I cannot shovel my own walk", for instance) and take responsibility for helping ("sure, I'll shovel your walk").
