use actions to build framework from source

wait til after Tor.framework transitions out of carthage since they're moving to a pure cocoapods solution on this branch

Then just build via the pod build scripts and automate via github actions

it looks like pods already part of the carthage build. I wanna see how they do a release first though so we can replicate without additional complexity
