[DevOps] PR alerts for new except callsites

Issue Description

As discussed here, we'd like to have action scripts that will alert us to new callsites of except which are potential panic sites.

Tasks

Parts of the task:

• PR action that checks for new except calls in changed lines, comments in the PR with referenced lines.
  • Note: It should not check test code.
• Checking that it does alert by adding a new except
