Allow ID reordering or prioritization for legacy API

Some Philips TV query the legacy API for devices for its Ambilight + Hue setup.  
Unfortunately the TV only shows the first 12 lights (for some reason), and additional lights per light already selected.

A workaround for this is swapping IDs in the state.yaml (both in the forward and the reverse table). 

It would be nice to have a way around this.
