To use a self hosted runner of SURF infrastructure we should make function compatible with it.

The serverless platform to deploy the function has several providers pick one available on SURF infrastructure.
The function should start/stop servers this could be done on the SURF HPC cloud. Which means the function should use the OpenNebula XML-RPC api.
