discount long runs of frames with stationary positions from frametime calculation

some actions, like tabbing out of osu or to another desktop (exact reproduction is unclear), can cause many consecutive frames with low frametime. This drags down the average frametime considerably and can cause false positives. These frames should be removed by default when calculating frametime, with perhaps an option to include them.
