rng seed not appearing in versions after 20130319

Despite being guaranteed by the wiki (https://osu.ppy.sh/help/wiki/osu!_File_Formats/Osr_(file_format)) that any replay with a GAME_VERSION later than 20130319 will have an rng seed as its last frame, this is often not the case, particularly on old maps. It's possible this is an indication of replay submitting/editing, where the cheat changed the game version but did not add an rng seed for whatever reason. I will update this thread with examples as they come; clarification from staff and further investigation is probably required.

This is the cause for the v4.0.1 release, which no longer fatal errors when this scenario occurs.
