speed up negative cases of other CoveredBy, FindCovering, AreaIntersecting #7

In systemed#765 we added a special case to speed up the negative case of intersectsQuery when there is nothing in a given z15 tile.

That could be extended to the other spatial queries, like CoveredBy, FindCovering, and AreaIntersecting.

I'm hesitant to do it until I use those queries myself, so that I can confirm whether it's a positive change or not.
