Pages scroll when long-tapping

1. Open any webpage with a lot of text.
2. Scroll down 50px or more
3. Press and hold over any bit of text (or a link) to select it and open a context-menu

Actual: The page scrolls upwards and reveals the top navigation menu. This makes accurate text selection difficult.

Expected: The page should stay put. A context menu should open.
