Suggestion: Set cb-operator-supporting K8s version

Cloud-Barista Helm chart 에 여러 기능이 추가될 예정입니다.
다양한 주체들이 참여할 예정이어서
K8s 버전을 정하고, 그 버전을 이용하여 개발 및 테스트를 하는 것이 어떨까 합니다.

저의 제안은 v1.19 입니다.

• 현재까지는 cb-operator 는 특정 K8s 버전을 필요로 하지 않았음 (~ 현재 시점에서는 버전 선택이 자유로움)
• 가장 최신 버전임
  • 지원 기간이 가장 많이 남아 있음
