Add capability of setting the schedule timezone; defaults to Etc/UTC

Describe the Feature

Please add this attribute to the rules.
Per docs:
schedule_expression_timezone - (Optional) The timezone in which the schedule expression is set. Default value: "Etc/UTC".

Expected Behavior

configure timezone for schedule

Use Case

I want to see my time zone (America/Denver) in the console instead of Etc/UTC.

Describe Ideal Solution

I can configure this attribute

Alternatives Considered

Use the console after I apply the Terraform, but it doesn't stick. If I run a new Terraform apply, the rule gets removed and re-created.
