Add Conditional/Triggered API support

Conditional/Triggered API Lookup Requests to perform additional Request Lookups if the conditions are met. This could be used to dig deeper when APIs actually contain data on the observable, or perhaps even provide the ability work with APIs that require polling until the service has had time to process the request such as The Hive Project cortext analyzers or the QRadar Ariel API.
