Service does not start up on reboot

We've got a few support tickets relating to this, so documenting this here.

Some things that might cause this:

1. BSODs
2. Suddenly pulling the plug out of the machine.
3. Windows updates

Note to the straying user of our products: Please close this window and go to bed. 😄

On windows update, the GUI failed to start, however, the service started fine.
Also tried pulling the plug and starting back up, with no reproduced bug.

Did not try a sudden shut-off during startup.

This has shown up on my computer with 1803. Might be related to log4net.
Edit: Turned out to be a local development mistake
