Behavior of Apply to Group/Apply to User Group buttons seems confusing to me

1) When I first load the Application Groups tab, the button says "Apply to Group" rather than "Apply to App Group" like it does if I click on the "Applications" radio button.

2) Apply to App Group and Apply to User Group should use grid selection in their select box
