Add support to report back to server on browsing usage.

We are going to add support to have the client report back to the server on usage here.

There are a few items which need to be taken care of on the manager side to support this.

• Control reporting levels by group and by activation. We'll have a setting called reporting_level with the following options:
  0 - No reporting back to server (default)
  1 - Report blocked sites back to server
• Our api will accept an array of sites and will trigger a queueable event. The event listener will send the info off to the accountability partner API.

We will not be storing this info but will just be sending it off to the accountability partner.

@bluesven869 This should be stored in a json field. We need to add an app_cfg json field to app_user_activations and users. We'll use those to override group settings by user or by activation.

Hello, I complete this feature, and created new PR for this.

@bluesven869 There's a change we made on this. It's currently controlled like this:

"ReportLevel":true,

That should be:

"ReportLevel": "0" or "ReportLevel": "1".

That's necessary because in the future we'll plan to add other reporting levels based on severity of the events.

We need to add another ReportLevel so the toggle switch needs to be changed to a "select".

ReportLevel:
0 - No reporting back to server.
1 - Report back to server on obvious errors when possible. @df8Ojw This is related to #98 This would include server side alerts if a device is on an old version or hasn't checked in for X days.
2 - Report back to server on blocked pages.
