Build API interface for accountability

branch-1.7 of Citadel-Windows currently issues commands to POST /api/v2/me/accountability with the following structure.

@dkwiebe what's the status on this accountability API? While testing the manager, I'm seeing some new stuff that looks like accountability features, so I'm just curious.
