[Packaging] Migrate to pyproject.toml and unify dependencies

Problem\nDependency declarations are split/inconsistent between and (including duplicate packages and drift).\n\n## Scope\n- Introduce \n- Align runtime dependencies in one canonical place\n- Keep as lock/input strategy as needed\n\n## Acceptance Criteria\n- Single source of truth for package metadata/deps\n- Duplicate dependency declarations removed\n- Installation works on clean environment

Implemented in commit 567de40f.

Completed:

• Added as the canonical package/dependency source
• Consolidated runtime dependencies there (removed duplicate declarations)
• Converted to install from the project ()
• Removed legacy metadata to eliminate drift
