Appveyor fails ocassionaly on 64-bit architecture

Seems like https://github.com/coala/coala-quickstart/blob/master/.ci/run_with_env.cmd#L42 is hiding some potential error.

Well if you dont know the problem, we cant mentor it yet.

I was referring to the very basic problem ; I've created a new issue for it : #201

We need to re-check this one once the builds are working smoothly after gsoc.

Whatever the problem was, after #334 it is a very different problem, and run_with_env.cmd is unused and should be deleted soon-ish
