Polling for video discovery

**Cause**: Discovery is currently only executed once on boot
**Analysis**: Videos added to the watched directories are not picked up after initial discovery
**Acceptance Criteria**:
- Run discovery on a loop or consider fs watch events
- Consider performance if network drives are used
- Perhaps support either strategy
