The e-antic subpackage has no run_exports, see conda/conda-build#4268.

This breaks conda-forge/staged-recipes#15915.

Rename subpackage from e-antic to libeantic
e3c3294 
to fix run_exports, see conda-forge#27

Downstream packages (likely none yet in conda-forge) need to change
their dependencies from e-antic to libeantic. Otherwise, they pull in
both the C/C++ library and the Python library.
