Reminder for maintainers: need to create "for-cloud" binary to support TileDB Cloud

conda-forge has migrated to lz4-c 1.10, but our TileDB Cloud conda env still requires lz4-c 1.9. Thus as long as we are stuck on lz4-c 1.9, we need to create a special "for-cloud" version of libtiledb-sql that builds against our existing "for-cloud" tiledb variant.

Steps:

• Checkout the for-cloud branch in the TileDB-Inc fork
• Create a new branch
• Copy-paste the latest changes to meta.yaml (version, sha256, and pin for tiledb) and commit
• Rerender
• Push branch and open PR with the "for-cloud" branch as the target branch for merging
• Post-merge, binary should be uploaded to tiledb channel at https://anaconda.org/tiledb/libtiledb-sql/files?channel=for-cloud

You are welcome to suggest that to the feedstock maintainers. I don't know anything about lz4-c, much less its ABI compatibility between minor releases
