Set up a documentation team under the conda governance policy

Similar to what was done with conda-build, we now aim to establish a community docs team that will help lead documentation related projects.

The team will be responsible for the following:

• Maintenance and development the following documentation websites located at https://docs.conda.io/en/latest/
• Writing and editing new and existing content on the aforementioned documentation website
• Approving and merging documentation related pull requests
• Maintenance and development of the conda-sphinx-theme
