[BUG] Implement CFEP-25 python_min

The linter is complaining about CFEP-25 as per conda-forge/pytest-split-feedstock#22 (comment)

Expected behavior
Grayskull should produce recipes that make the linter happy

That CFEP is brand new and still in flux. See conda-forge/conda-forge.github.io#2360

With that said. As soon as the dust settles, we should adjust grayskull to it!
