Similar to the work in wasmCloud/capability-providers#261, we should actually cross compile the k8s-applier provider instead of using cross to avoid the complications we've faced there before.

This also involves rewriting our CI to use GitHub actions instead of Azure DevOps, so this is a decently meaty task.

Once cosmonic-labs/concordance#32 is done, that can serve as good inspiration here.
