Allow the ability to edit the sale price before order is marked as complete

Description

If you want to create a new order and create a new customer you are not able to setup shipping and billing address.

If you select an existing user shipping and billing address fills automatically. But if you want to create a new user you have no possibility to setup.

Steps to reproduce

1. Click "Create new Order"
2. Add a new line item to the order.
3. On the left side click on edit. Here i can't edit the sale price of the line item. I only can edit the line item sale price after i marked the order as complete. That make no sense. Can you change that behavior?

I think the best solution is to add a line item and after the line item is added i have the possibility to click on the left side edit and change the sale price before i marked the order as complete.
