Ability to add notes to an order (non-status change)

Currently, it only seems possible to add notes to the order when you change the order status.

It would be great if you could have a general order notes tab so shop admins can add notes for internal use.
You could also have an option to have customer notes that could be sent via email to the customer (maybe a tick box).

This is pretty common functionality on many e-commerce platforms.

A bonus would be to be able to see the latest note (snippet if needed) on the orders list.
