How to remove "refresh library" option for guest users?

Hi! I've enabled guest access to my instance, I just wonder if it is possible for me to disable "refresh library" for guest users?

I'm just concerned if it would be possible to somehow degrade performance of the server if a lot of users would abuse this function. I think in my case removing the UI option would work too, but restricting access to the function would be the best solution :)
