shutdown_vm: false not working

In the tests you are checking for qemu after the action step: https://github.com/cross-platform-actions/action/actions/runs/16437438052/job/46450172489

However reading the log there it seems that the vm is shutdown before the check, meaning it is not working correctly. I also am not able to get it to work in my own action.

Have I misunderstood the situation here or is this test not testing what it is supposed to be?

It writes Tearing down VM always even if the VM is not shut down. The option itself works, it's just the log inconvenience.
It would be good to fix that.
