Use dedicated exception type for unsupported input files

Please describe the use case that requires this feature.

Right now, we are raising OSError / IOError, however, this is not really appropriate as this is reserved for failed system calls.

Describe the solution you'd like

We should use our own types, e.g.:

class UnsupportedFileVersion(CTAPipeException):
    pass

if input files contain unsupported versions
