Document base assumptions for scripted server builds

ACCEPTANCE
Document the based requirements for us to successfully run our ansible configuration scripts. This includes the following:

• OS & version
• Default users
• Initial ssh configuration
• Ports as needed
• DNS names
• Other items as needed

NOTE: If we're using an AWS environment, we can call out which of these are provided as defaults in the AMI
