Standardize sample data

We want a story for every project for getting it and putting it in a standard location for each environment we will need it on. It will vary a bit from project to project, sometimes we will have to unzip something and associate its files specifically (ie, this xml goes with this bit of content). We want it to be from live production records so we can check them against live. We might want an env_variable for our sample_data root directory. We need to add any extra info about this to the README for our projects, and perhaps note any rake tasks that can be used to gather data.
