admin privileges required?

I don't seem to be able to launch VSCodePortable.exe without UAC prompting for privileged access. If I say no it prompts a second time, and if I say no again it just quits without ever opening VSCode. Is this expected behavior?

I changed the Associations variable to false in the .ini just to see if that would help, but no difference.
