Request for new sandbox project: Dapr Backstage Plugin

1. Describe how the Dapr community will benefit from this project? Please, describe one or more scenarios.

The Dapr Backstage plugin serves as the entry point for teams using Backstage as their main platform frontend and service catalog.
The Dapr Backstage plugin will fetch information about the Dapr Control plane and Dapr applications to provide widgets for platform teams to use when building their internal developer platforms.

Backstage created by Spotify now largely supported by Red Hat and other companies
