Extend touchpad gesture feature #20750

After @nevotgnab completed the touchpad gestures recently I want to propose some advance extensions to the current behavior:
On a slow-ish OR not-Apple-grade laptop touchpad, using pinch zoom gestures can be a little bit ineffective and annoying.
Can we:
(a) make touchpad gestures optional and configurable in the settings?
(b) keep the old behavior that CTRL + Scroll also zooms in/out?

More proposals for further improvements:

  • Zooming beyond 100%: Currently gesture based zooming does not go beyond 100%, but for some operations, like accurate masking or retouching (cloning out small objects) I go beyond 100%, like 200% or even 400%. We should also be able to do this with touchpad gesture based zooming.

  • Seamless panning & Zooming: Can we also implement the same behavior we have on smartphones nowadays, that there is a fluent change between zooming & panning, while keeping the two finger gesture in place?
    Say: first, I start with a zoom gesture with two fingers, by moving them away from each other, once I'm happy with the zoom level, I want to pan to the sides, while I keep my fingers moving in parallel, then I go back to zooming out again, by moving my fingers closer to each other. All, while still keeping both fingers on the touchpad all the time.
