[BUG] "Override cluster" checkbox is visible in non-development targets

Describe the bug
We hide it in production modes, but there can be targets without any modes at all. For them the cluster override won't work too

Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
